Microsoft has been recognized as a Leader in The Forrester WaveTM: Sovereign Cloud Platforms, Q2 2026, a major evaluation of cloud providers’ capabilities in digital sovereignty. The ranking reflects Microsoft’s strong scores in current offerings, strategy, and customer feedback, the report states.
“Digital sovereignty is no longer a niche requirement—it is table stakes for any organization operating across borders or in regulated industries,” said a Forrester analyst. “Microsoft’s platform approach stood out for its consistency across public, private, and hybrid environments.”
The evaluation assessed providers based on how they meet sovereignty needs such as data residency, access controls, and operational independence. Forrester noted that no single deployment model fits all requirements, making Microsoft’s multi-environment controls a key differentiator.

Sophisticated organizations are increasingly combining public cloud, private cloud, and disconnected environments to achieve desired sovereignty levels while balancing risk, regulations, functionality, and cost. Microsoft’s sovereign capabilities span its entire cloud ecosystem—from Azure public cloud with region-specific data residency (e.g., EU Data Boundary) to private cloud via Azure Local, and partner-operated national clouds like Bleu and Delos Cloud. “The goal is not isolation but maintaining access to modern cloud capabilities under sovereign controls,” the analyst added.
